Nepal Unveils ‘National Water Resources Policy’, The First of its Kind in History!

For the first time in its history, the Nepali Government has drafted a water resources policy intending to achieve multidimensional, equitable, and sustainable development of water resources for economic prosperity and social transformation.

Energy, Water Resources, and Irrigation Minister Barshaman Pun unveiled the ‘National Water Resources Policy-2077’ at a function organized at the Ministry on December 17, 2020.

Unveiling the policy, Minister Pun said that the policy would be a guide for effective coordination and cooperation among the agencies working in the sector to preserve water resources for future generations.

“The policy will be a milestone to enrich the country with the maximum and sustainable exploitation of water resources while addressing the current issues in water resource management and minimizing future problems,” he said.

Objectives and Strategies of National Water Resources Policy-2077

The new water resources policy has seven objectives and 11 strategies. The most prominent ones are as follows:

  • Utilization, conservation, development, management, and regulation of water resources
  • Develop water resources sector in a way that is easy, accessible, and equitable to meet the public needs
  • Establishment of local, state, and federal level bodies for the optimal use, development, management, and protection of water resources
  • Increase the participation of private players in water resource conservation and development
  • Improve study and research activities in the field of water resources and developing concerned institutes
  • Minimize the negative impact on social, cultural, and environmental aspects by effectively managing water-borne disasters
  • Collaboration with neighboring countries to get access to the sea through inland water transport
  • Prepare and update data and statistics on the water availability, quality, existing use, future needs, and supply status in each river basin

According to Minister Pun, the new policy addressed the disputes in distributing water resources between the federal, provincial, inter-province, and local levels.

Though the government has formulated different policies relating to water supply, irrigation, electricity, and management of water-induced disasters, the latest one is the first integrated policy.
